About the Centre

Centre for Innovation Research and Facilitation in Intellectual Property for Humanity and Development has been established at Chanakya National Law University, Patna with an objective to spread awareness towards intellectual property Rights through seminar/Conference/Workshop/Symposium and Innovation March, address Dispute Resolution through Arbitration, Mediation and Conciliation, to discuss Global Trade in IP and Human rights, etc.


Concept Note

Intellectual Property relates to creation of human mind which are given statutory protection from the Government. Intellectual Property Rights are awarded in fields such as copyrights, patents, trademarks, geographical indications, plant varieties and farmers rights etc. The process to grant a Patent is a Techno-legal in nature. It entails several other technical and scientific issues. Hence it becomes necessary to include technical members for the resolution of IP disputes. Therefore the Intellectual Property Appellate Board (IPAB) was established u/s 83 of T M Act 1999, on 15th September 2003, to hear appeals against the decisions of the Registrar under the Trade Marks Act, 1999 and the Geographical Indications of Goods (Registration and Protection) Act, 1999. The IPAB was set up for a speedy disposal of Intellectual Property disputes by transferring the jurisdiction of High Courts on certain matters to the IPAB. Hence the Webinar wants to understand the role of IPAB in mitigation of Patent Litigation with the expert speakers on the Topic.


Speaker:

  1. Dr. B P Singh is an Engineer-Turned-Lawyer. He holds academic Degrees in the field of Electrical Engineering, LL.B, LL.M and Doctor of Philosophy in Law. Dr. Singh started his career with Indian Air Force before switching over to the field of Patents about 27 years ago. He served Indian Patent Office as Controller of Patents for about 17 years. He also functioned as Registrar of Semi-conductor Integrated Circuit Layout Design Registry (SICLDR). Dr. Singh was instrumental in re-engineering of Patent Granting Procedures and formulation of several procedural guidelines. Dr. Singh has also functioned as Head of Intellectual Property Office, Delhi as well as Rajiv Gandhi National Institute of Intellectual Property Management (RGNIIPM), Nagpur.

  2. Mr. Pankaj Kumar is a registered Patent Agent, qualified Advocate, IPR Facilitator & the Trainer. He has working experience since 2005. He has served in numerous IPR events as a resource person and filed more than hundreds applications including for patents, designs, trademarks and copyrights.
